The County of Orange “County” and Orange County Parks “OC Parks” is launching an exciting new chapter in active recreation, and we’re seeking a partner who shares our passion for empowering riders of all ages and abilities. Our bike facility is going to be more than a training space, it will be a catalyst for confidence, community, and lifelong mobility.

As interest in mountain biking continues to surge, we aim to create a place where riders can safely build skills, explore new techniques, and experience the joy of biking in a supportive environment. Through this Request for Interest (RFI), we are inviting innovative, service driven organizations to help us operate a facility that inspires learning, encourages exploration, and safely manages the facility.

We’re eager to explore creative ideas, instructional approaches, and operational models that will maximize the rider experience and make this facility a regional destination for mountain bike education and skill development.

To achieve this vision, the County and OC Parks through this RFI, are seeking a qualified operator to manage and operate a mountain bike skills park (“Bike Facility”) located at Ted Craig Regional Park (“Craig Park”). The proposal can also include innovative financial approaches, including but not limited to earned revenue models, programming fees, and partnerships. Additionally, the County may consider potential cost-share or public-private partnerships that balance public access, community benefit, and long-term sustainability.
