Legal Advisory Services Related to Real Property Legal Services and Eminent Domain Legal Services
QUALIFICATIONS DUE BEFORE:
February 5, 2026 AT 5PM
As a regional service provider, the County of Orange (County), consisting of 25 departments (and its respective divisions) delivers a broad range of services to the citizens of Orange County. Services provided include public protection, public health, infrastructure maintenance; and community and social services. Orange County Infrastructure Programs provides engineering services for roadways in unincorporated areas and regional flood control programs throughout Orange County. This includes programming, design, legislation tracking, project management, traffic safety, and development support services.
County Counsel is seeking qualified outside counsel to provide real property and related legal services to assist the County and District related to (1) real property matters, including, but not limited to, real estate transactions, leasing (both landlord and tenant issues), licensing, title matters, real estate development, financing, acquisitions, dispositions, public-private partnerships, alternative energy related transactions, federal or state tax code implications, title insurance and survey, environmental matters (including Natural Communities Conservation Plan/Habitat Conservation Plan and state/federal Endangered Species Act), matters concerning California Coastal Commission jurisdiction, construction contracts, California Environmental Quality Act, zoning and entitlement matters ("Real Property Legal Services”); and (2) and real property acquisition and eminent domain related advisory and litigation services (“Eminent Domain Legal Services”). County Counsel is seeking SOQs from qualified and responsible attorneys or law firms who are willing to enter into the County’s standard Legal Services Agreement and to perform the necessary legal services described herein. Interested attorneys or law firms may submit information requested in response to this Request for SOQ.
Responsive attorneys or law firms will have the option to submit proposals for (1) Real Property Legal Services; (2) Eminent Domain Legal Services; or (3) both Real Property Legal Services and Eminent Domain Legal Services. Applying for (1) or (2) or (3) will have no bearing, positive or negative, on the selection process. Therefore, it is beneficial for respondents to apply for multiple areas of service if qualified.
The County reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation.
